Low intensity skirmishing, tavern brawls and the odd duel happen every year, so things are pretty flexible.
Large set piece battles are rarer but still occur.
Timeline should be up over the weekend, but generally if you want to have taken part in fighting to build your links with/against either house you can.

Superior: 5x, same as weapons will be. Will add to house rules.
Extraordinary: equivalent to valyrian weapons, so not generally for sale.

Indeed. In the errata to the GoT edition, superior items were listed at 2x normal cost.
Corollary questions:
1) What is the mechanical benefit of superior/extraordinary armor?
2) Does being in a house with the Smith wealth holding provide superior weapons/armor at base cost, or just make them available at all?

Well, about that. 2x or 5x multiplier or what have you doesn't really work out that well. A regular longsword is still twice as costly as a superior battleaxe. And with the other houserules, battleaxe is now marginally better than the longsword.
Instead, I'd suggest something like a houserule from my old repertoire:
The additional time and skill required to make these increases the price by 400SS plus 100SS per modifier to damage.
Each weapon has a damage value equal to the rank of one ability+X, where X ranges from -2 to +4. The pricing formula is essentially 400+100X.
So the additional cost for a superior weapon is thus for some examples:
Knife: 400+100*(-2)=200
Hand Axe: 400+100*(-1)=300
Morningstar: 400+100*0=400
Longsword: 400+100*1=500
Pike: 400+100*2=600
Greatsword: 400+100*3=700
War Lance: 400+100*4=800

Higher price - past experience is that quality items are too cheap with the 2x multiple, so superior items now have a minimum price increase and a multiplier. Maces/Axes don't benefit from this extra damage when using there wound generating qualities.

2) Armourers/weaponsmiths are now split, with an armourer/weaponsmith providing access to higher quality equipment. I'll specify which house has which soon.

And here I thought the regular price of 300ss was overpriced.

Indeed. Average guards don't get high quality equipment. You're better off simply throwing more bodies in to the mix.

It's not so much the materials as the work required that goes into it. A specialized armorer knows that he can charge more.

It starts at the fingers and toes and spreads from there.
If a person contracts it as a child and survives it it could be anywhere, and if you just contracted it limbs would be the logical solution. It is treated with limes, mustard poultices, hot baths and vinegar - you could rp that if you just contracted it (I hope not).

I'm no narrator, but I would think that it would depend on what drawback(if any) it is meant to represent. None/Childhood Disease - minimal, perhaps some slight scarring on a hands or foot, easily covered by gloves.
Marked - face, neck and at least one hand.
Maimed - missing a hand or food, severed to prevent the spread (not necessarily successfully).
